Is it normal to take about 5min to 10min to scan a single value? If not, is there a way to speed up the process of scanning?

During scan, I do notice of seeing 'Error: recv returned 0' and 'Peer has disconnected'.

However if it does load the address; test changing the value does work. The only problem I'm having is it takes 5+min to search.

might be the network speed. do you have wifi6 or lower ? And does your phone support it ?

maybe the usb connect method may work but for me that one usually ended up slower

Speed is 259dl/70up.

Support up to 2.4g. I'm having a little down time til my isp fix the modem.

If there's a tutorial for the usb method I would be interested.

With 2.4 GHz wifi, you'd be lucky to break 100Mb/s. If both devices are connected via wifi, this gets cut in half (android -> router, router -> CE computer). Scanning 1 GiB of memory under ideal conditions would take about 3 minutes. Taking 5+ minutes to scan over wifi seems about right.

Enable USB debugging on the android, and get android debug bridge (ADB) on the computer. Use ADB to forward TCP port 52736, and ceserver will be available on localhost. There's plenty of information available if you search for it.
