Seems to be Unity games so far. I don't get any errors, the speed of the games is just no longer changing (can't make it faster or slower).

It was working perfectly on Windows 10.

CE 7.5 on both operating systems, downloaded and installed directly from this site like I always do.

Any ideas how to fix this?

in your gpu settings force disable gsync, vsync, freesync, fps limiting and fps targeting

In Nvidia's control panel I'm setting 'Monitor Technology' to Fixed Refresh' instead of gsync compatible. FPS limiting is already set to Off.

What setting would govern "FPS targeting"?

Edit: Doesn't matter, I tried with the info I had and it worked! Thanks Dark Byte!

Your software made so many games enjoyable for many, many years now.
