Yes, it is real. RockStar was hacked a while back and the source code for GTA 5, 6 and some other titles and tooling were stolen in the process. Things were originally kept private and were being sold on the dark web until one group had someone leak everything publicly not too long ago. The leaks are legit and the source code does compile/work but requires a bit of manual work to configure an environment properly to do so. (Requires various additional libraries and system settings to get it to fully compile.)

Can't say if that repo you linked has everything needed listed, but yes, the leaks are real and the code does work.
