I know how to find addresses and change values in CE, I used Citra to find addresses on Inazuma Eleven 3 lightning bolt and I was wondering if it's possible to convert addresses to codes for use on my 3ds.

You are looking for a gameshark tutorial basically. This is a good guide I have used in the past:

Cheat engine makes the processes explained alot easier as long as you know how to use it.

This is if you want to actually learn to do it mind you, I've no doubt there will be a program or tool already made for what you want to do if you search google
