Is Cheat Engine theoretically capable of achieving anything in a single-player game, as long as 1. The basic functionality exists but is simply "locked", and 2. It fundamentally involves the alteration of variables?
As examples, if there are games for which I have not been able to find any existing solutions for things like:
> Altering FOV
> Preventing the dynamic alteration of FOV
> Modifying enemy HP
> Modifying NPC/Object spawn/despawn distance
> Modifying flashlight fall-off distance
...is it likely that a CE solution is possible in any given case, or is it more of a toss-up?

If the game is exists, cheat engine is capable of editing anything within the game. Figuring out what to edit is the hard part but nothing is impossible. All of your examples are within the realm of possibility.
1 and 2 are not required, you can add new code to implement new functionality if you wanted and all code can be edited, not just variables.

Hmmm...It sounds like ultimately, it's user ingenuity and perseverance that are the limitations. This is encouraging!
My interest in Cheat Engine is entirely a matter of making games less unplayable, particularly on very high-FOV immersive display setups (i.e. very large displays and very short viewing distances).

Cheat engine is a memory editor and debugger. You can debug the code and make it do whatever you want, the limitations are your knowledge of assembly language and debugging skills.
