If by "Olson" you mean country, it will work if I have it predefined in the code.
Opss, my code that reads my list for flag representation might be a bit lacking.
The site is; Some encodings are used for country dates and times (preset number codes by the Site) and a link that takes global country abbreviations for flags (with the same method used by the same site).
This code gives the connection preset numbers and in return offers the date and time of that request.
The Lua code is password free, editable and please create a link and run it in Google browser.

Erm... The Olson database is the de-facto source of time zones. Google it.

While there is the example I gave above and Lua Time Zone; Looks like Olson is going to be an overly complex php.
Differently, I recommend Lua and Time Zone:
