How do I cheat?

| Is there some way to force the installer to try to continue the download instead of just failing and cutting out?

| You can try to use a download manager that has a resume feature. JDownloader works well.

The installer fails - not downloading the installer, but the installer downloading CE

I was not aware that CE was set up that way now. Curious why that is.

When you click download, you get a small installer.
I say small because it does not actually contain the CE files.
You need to start the small installer, let it access the internet and then it will download the actual CE installer (along with the ads, of course).
I think the problem statement above means that the small installer cannot download the large installer, hence CE installation can never be completed.

Sounds to me like some people expect Dark Byte to deal with their internet issues and build in a download manager into the installer.
I would not hold me breath
