The first link is a website that illegally charges for downloading open source software, and the second link is the download section of Cheat Engine website, which once offered portable version of the software and now only the installer one.

Just because a piece of software is open source does not mean it is illegal to sell it or use it in commercial software. That is solely up to the developer(s) that create the original work and how they license it. Cheat Engine does not have a license that stops DB from selling his own work.

It does, however, state that others may not sell it.

So no, the Patreon is not illegal.

What atom0s said, also you can compile it yourself if you want

The second link also says this:
