uninstalled Vanguard
don't have Badlion installed
Anti Virus is disabled completely
what other steps can I do, I have reinstalled it 4/5 times now with no luck!

Could be some other anti-cheat, reputation based protection. Could also be a permissions issue.

I have BE/EAC and Punkbuster, but I never had to remove them many many times before to use CE. seems weird everytime I reinstall CE this happens.

BE/EAC will 110% prevent Cheat Engine from opening, Punkbuster is pretty old but even then I think that will cause an issue.

all gone and still won't open, doesn't even give any errors either

You say all gone, but did you uninstall all anti-cheat systems/CE with Revo Uninstaller > Reboot > Re-install Cheat Engine? Because I can guarantee anti-cheat will leave traces behind etc... EAC/BE in particular are basically rootkits, they are kernel-level drivers which monitor your system for known cheating methods/software.

BE/EAC doesn't exist on revo uninstaller, all games are uninstalled, and neither do they show in %appdata% + local + roam.
I can give it a restart and see if that helps but I have restarted a few times now

That's what I mean, when you uninstalled via Windows Control Panel, it leaves traces that are left on the system. Run some clean-up tool also.
