How do I cheat?

I can't attach the debugger to any processes in 7.2. I reinstalled 7.1 and verified debugger settings are the same, and 7.1 works fine with default fresh install settings.

Anyone else having this issue, or has found a resolution? I searched a fair bit and tried a few settings (Int3, Page exceptions, VEH debugger, kernelmode debugger) in 7.2 with the same result.
