How do I cheat?

Hi, I'm pretty new to coding and using this type of programs. Today I downloaded Cheat Engine 7.1, followed the instructions and successfully downloaded it. The only problem is that I can't launch it, I don't have any antivirus installed, I try to run the .exe version as an administrator, the thing pops up asking me if I allow the program to make changes, I allow it and then nothing happens, do you have any suggestions on what I could've done wrong?

uninstall badlion with their uninstaller and then restart windows (not shut down and back on, actual restart)
