I haven't used CE for a long while and I have never encountered badlion, but I am subscribed to GitHub and see many requests for help regarding difficulties with CE and badlion.
The frequent advice is to uninstall badlion, making sure you use the power option to RESTART your device and not SHUTDOWN followed with a RESTART - Dark Byte often states "Windows 10 fakes shutdown".
I think DB may be referring to the Windows 10 feature 'fast startup' which is enabled by default on most installations. You can tell if 'fast startup' is enabled by leaving your browser session open, shutting down your device and restarting it - if you log in and find your browser automatically opens where you left off, the odds are that 'fast startup' is enabled.
I believe what's happening when badlion is uninstalled and the device is shutdown, the running state of badlion is being saved to disk by the 'fast startup' feature so that when you restart the device the badlion process gets reinitialized.
'fast startup' can be disabled using the following steps (but be warned, apparently it can be re-enabled automatically after a Windows update.):
- Go to 'Windows Settings' (WinLogo + I)
- Click on 'System'
- Select 'Power & sleep'
- On the right, Click on '(Related settings) Additional power settings'
- Click on 'Choose what the power button does'
- Click on 'Change settings that are currently unavailable'
- Uncheck 'Turn on fast startup'
- Click on 'Save changes'
