Is there a way to find the pointer if I know the offset of an address that already has a pointer? For example:

Pointer to Stamina in Mist Survival
Offset for Stamina Threshold is 4

Is there a way to set a pointer if I know the offset of the address, or will I have to rescan for each item?

I tried looking for documentation or such but either due to nonexistence or my incompetence I was unable to locate a definitive answer.

if it is related you can copy the pointer and adjust the last (top) offset

e.g healh or strength or max stamina might be stored there as well

but if it's very different then no. (unless it's enemy stamina inbwhich case you can sometimes find it by fiddling the offsets inbetween)
