How do I cheat?

For some reason Cheat Engine doesn't open and any .CE files don't open. I have no idea what's the problem, no games running, when i launch it doesnt appear in task manager, uninstalled and reinstalled like 10 times already, anti virus is disabled when I launch it, tried to run the windows repair tool still nothing, rebooted everything and still same thing, it doesn't open... i'll be glad to get some help, Thanks.

uninstall badlion and reboot
