And yeah, exohaxor you'll need a web server and then you'll need to create and maintain a database, then a web app or cgi bin to deal with the account validation, and sounds like you want an admin interface for you so add an admin web app to deal with users; and most likely a web app for users to register and what not; and you'll have your login app.

So you'll want to learn PHP, Python, or Perl; then some SQL; and then whatever for the admin app and user app; and finally Lua for the CT/Trainer, but if your going that far you might as well go with C++ for the trainer.
