For some background information, the Veteran Academy allows your units to be built with a starting promotion based on how many you own, up to a max of 3. In this game, veterancy is divided into 4 levels, with 1 being the worst and 4 is the best.

For some reason, I am unable to find the pointer needed to have the flag enabled to make it work without capturing 3 of these buildings. I've searched increases in the number of buildings I own, the increase in veteran stat, and a simple 0 to 1 search over and over, and nothing seems to be affecting this value.

Does anyone have any idea where else I can search? I've been at it for days.
