Say you have your WiFi and Data turned off. There is no viable internet connection on your Android/Windows device. If you attempt to browse through the internet on your device, you'll fail because there is no internet connection. Outgoing internet requests are sent from your phone (even when you don't have an internet connection), but fail because there is nothing that can process those requests.
Is it possible to create a fake network connection programmatically such that you can receive all incoming/outgoing network requests? Is it possible to receive all incoming/outgoing networking requests made on your device while the device has no internet connection?
