My friend uses speedhack on CEMU (wii u emulator) and it works perfectly, if he puts a big number the game just goes crazy speed, but in my computer it doesn't work, i mean, it doesn't change anything after i apply it
even if i put 500 it doesn't change nothing, only the framerate, but it doesn't increase, it drops, and the game speed continues the same way
sorry if i'm beeing noob but can someone explain me why is this happening? is there something on my pc blocking cheat engine or something?

There is a point at which your computer can't keep up with the speed you want the game to go at. If I had to guess, I'd say your friend has a significantly more powerful computer than you do.
