Am I missing something or this not available.
In the memory view of the memory viewer. If choose for the display to be 4 byte HEX and edit the address it displays as decimal value. Is this a bug or am I missing something?

You mean when you add the address to your table?
Right-click it and select Show as hexadecimal.

No, not when you add to table. But when you edit a value in the lower section of the memory viewer. When you view the Dynamic memory section as HEX and attempt to edit it, it appears as decimal.
