How do I cheat?

Hello
I found address and add in the address list
assign hotkey to change the value
but hotkey only works when game window is minimized
hotkey does not work when game window is maximized
I tried to generate trainer and got the same result
hotkey does not work if game in full screen
how to make it work?

Game: Borderlands GOTY (Steam)
OS: Windows 8.1 x64
Cheat Engine 6.4
