it was set on 230v and i changed it to 115v. i heard explosion inside power supply while PC was off but still plugged. So is now my whole PC burned or just power suply? And can i try to turn it on?

With luck only the power supply died (blown fuse)

i really dont know why did i did that. my PC couldn't boot up and i tried switching it to lower voltage.

That switch was to tell the PSU what kind of voltage it should expect
So when you changed it to 115v it expected 115v but got 230, so it got fried

i thought it has current transformer.
and about reason why my PC couldnt boot in first place:
is 350W enought for radeon 5550 and intel pentium 2.93 dual core?

You just killed the power supply ,anyway i recommend you a 400W new supply, and NEVER change the voltage switch, and make sure it's set to 230V.

like they couldn't make it harder to switch voltages or at least put some warning sign

They expect people to be smarter than they are, wasn't there, a few years ago, a lawsuit against McDonald's because somebody didn't put a lid on their coffee and drove with it in their lap and shockingly got burned.

Im sure in his power supply manual it explains what it does, so he should have read that before changing it
