Lower voltages basically just mean the ram will use slightly less power and run slightly cooler. If you are planning on overclocking your ram (or overclocking your CPU the old fashioned way) lower voltages can be advantageous because you have more room overhead to raise them and maintain stability.
Overall, there's not a big difference. Buy whatever's cheaper, or if you just like the idea of 1.35 volt ram better, go for it.
I recommend buying G.skill ram. To my experience it's a bit more dependable than crucial.

I just bought the 1.35 volt ram and i'm trying to return it. I guess I just wasted 2-3 bucks to return it back x_x

I am returning it because
1. my laptop is limited to 4gb ram and built in 2gb ram in motherboard.
2. 1.35 volt is slower then 1.5 volt according to my friend

1.35 volt RAMs are not slower than 1.5. Your friend is wrong.

whats the difference betweeen the two rams 1.35 volt vs 1.5v?
i know that the 1.35v will run cooler and save battery lilfe but anything else, as the performance is the sam

I'm not sure what you're asking. One runs at 1.35 volt and the other at 1.5. The only difference is literally how much electricity they require to function.

One is just more energy efficient.

I thought the same thing as well but then I just returned the 1.35 volt ram and kept the 1.5v ram

Not a big deal.
If it's for a desktop you'll probably never notice a difference.
