I'd try removing the hard drive from the external enclosure and properly installing it internally to a desktop. Then see if the pc can read it properly. If so reformat it, correctly.
I'd get a program that can write 0s to the HDD. This will erase it completely with no turning back. Where as a normal reformat would leave the stuff there somewhat even after reformat because nothing else is written, this would overwrite with nothing. If this is a western digital HDD then the life guard program they have can do such. If not you should look for another.
If the HDD does not register then its more than likely damaged and not spinning anymore.
