I have seen some people over write some of the windows hotkeys to launch certain programs like Dwarf Fortress, cmd, without using any application at windows, except booting up stuff from a usb and editing the hotkeys from there. For example, when you try to activate the sticky keys, it doesn't launch the sticky dialog, but instead it launches the cmd.
I would love to know how they did it, so i may access and launch programs of my own even though the admins have blocked it. Thanks.

No, no, no. but thanks for the help.
What im trying to say is that, all these guys did was loaded up what appears to be somekind of linux distro from a usb. This usb contains the os that allows you to edit any hotkey on a windows computer to do what you want to do.
edit: The computer this guys did was a school computer. Which means most stuff are disabled, even custom programs (that have been compiled) cannot be launched except the ones that load with windows.

Just look for any *nix distro that can be hot-loaded from USB. One of the more popular ones would be Knoppix.
