ok so i told a friend of my mothers id fix her laptop but i wont charge her until she agrees the problem is resolved... one issue.... all my normal methods don't work. and google didn't help much. i knoq alot about technology but this issue is just.... GGGAAAHHHHHH!!!!!!
ok so the problem is this.
she pays for a 1mb/s download rate (she showed me her bill)
her router says she has 400kb/s connection to the internet
but her download rate is usually between 10kb/s to 60kb/s...
idk what to try. its NOT viruses, malware, ect.
her router router doesn't limit downlaod rate and router supports 100mb/s
her PC supports 25mb/s and my laptop supports alot more. (same rate for both computers)
i tried via, mac, linux, xp, win7 (and her pc is Vista.... ick)

So since I'm a bit confused as well, did you try connecting a second PC and checking the download speeds on it?
and get your capitals right - does she pay for 1megaBIT or 1 megaBYTE?

sorry it was a fast post and i tried on 3 different computers and a tablet. if i connect 2 at ounce it splits the download speed in half. so its not the computers

tell her to have her isp come out and check it. they should provide fee service calls. they'll likely replace some cables or replace the router (if its provided by the isp)

they already did and claimed to have "fixed" it. i watched him and he said he was done. after he left there was no change. so i called them back and they said its nothing that's within their control. and i already tried cat5e and cat 6 cable that are very short in length and the house is newly built so the internal cables are brand new (internal as in inside the wall or phone line) does the phone cable matter? the Ethernet cables made no difference
*edit*
there seems to be a "signal splitter" idk what exactly it does but it looks like it splits the line to as if there would be a phone and an internet link. idk would that slow it down

make sure you don't do the tests with a torrent program (128KBps doesn't leave much room for ack packets)
also, perhaps the server you're trying to test with just has a bad route, (e.g for speedtest.net it's not always best to pick the closest one)

| thanks darkbyte but i test with speedtest.net and i also tried a direct download via my ftp server. it can download up to 20mb/s per user. results wear both close.

Try a second pc
if same results try a direct modem->pc connection
If same results cabling issue.

What is her ISP?
Is the modem provided by her ISP also a router?
Update router firmware (if it's not from ISP)
Check the actual speed the lan is actually running at, by heading over to
the network adapter properties. Usually it should say it's connected at 100Mbps. If not, go to speed and duplex in device manager for the lan and
change the settings. Default is "Auto-Negotiation".
Use a direct cable from computer to router, by passing the one behind the wall, could be a possibility the cable is damage when it was being installed.
(I know a guy who told me this customer had bad signal for their satellite TV and then found out some nutjob pierce a nail into the cable behind the wall).
Get a USB wifi adapter and try that out with her PC to see what's her download speed, just make sure you disconnect the lan from her PC first.
