| Creating a proper and full featured forum software could easily be a year long project. Theres so much stuff needed, it would be a lot to just draw it out and list everything.

You are wrong and do not know how much work it is. Besides there aren't many people who are skilled with graphics, many client sided technologies and PHP. Go download SMF or PHPBB and look through the files. Then the database (that's a whole 'nother aspect and would need a lot of thought and revision), then look inside some of the files with larger file sizes.

Free forum software such as PHPBB is bloated to shit, and from what I've read they don't want the useless stuff, just the essential features... which isn't as difficult or time consuming to produce as you believe.
And if you'd read, they don't want super fancy graphics, they want minimalistic stuff, which again, is incredibly easy to work with.
The only thing that might be remotely time-consuming is making sure everything is secure, which unfortunately is something very important. Which is why I said 2 months instead of 1.

He needs to make sure that he's paying a respectable person that won't blow all of it on the Silk Road or some other marketplace with incompetent users.
Hopefully whoever gets it just exchanges it for other currencies, currency exchangers usually value the economic standing of currencies unless they're new and just attempting to get rid of X amount, which could result in lower exchange rates.
