1. Did you buy them for that account?
2. Did you click the 'Buy as gift' option? If so - Click on community > Profile > Steam inventory > Steam > Everything should be here just click open (Or whatever it says).
3. Are you looking at library or just installed?

If it was a bank or credit card purchase, perhaps its going through verification process. I use paypal though and it shows instantly.
