It seems like somethings checking the connections before it receives/sends request. I've noticed a slight slowdown when going to websites it'll take a second to confirm then it'll download all of the data from the server. The same thing happens on Minecraft.. I'll send a message and it'll take a second.. Mmh, on my previous home premium install I didn't notice this and I still manage to get 2mb/s download speeds once the connection's confirmed so it isn't my internet provider. e.e

you can try using google for your dns provider and see if it improves. only a problem if you're getting long look up times.
