what do things like PC3 12800 or PC3 14900 mean and what's the difference?

When RAM says PC3 and what not it has to do with it's rated speed.

Let's take PC3-12800 for example

PC3 deals with DDR3 RAM
12800 deals with it's rated speed. 12800 means it runs at 1600Mhz

The difference between the two you posted is the rated speed at stock of the RAM.
