OK, so i was testing out Serv-U; for some reason when I created my host under no-ip or dyndns.org; it still doesn't work... What doesn't work? FTP server... I created the host and put it in Serv-U; created user and such; but test it from another pc; it doesn't work. Can someone show me how to setup my router; it's a linksys the new version.
What I done so far:
1. Created host in no-ip/dyndns. Activated
2. Put the host address into Serv-U
3. Created User
4. Add port 21 and 990 into firewall exception and router portforward
What else am I missing?

-Make sure your dyndns is properly routing.
-Make sure computer hosting FTP server is correctly pointed to by DMZ, or port forwarding rule in router.
-Make sure FTP service is running on host server.
-Make sure host computer doesn't have local firewall on, or has exception for ftp service.
Also for both those ports did you enable TCP, UDP, or both in the firewall protocol? I'd suggest both.

i don't know what the heck is going on... even with unblock port 21 and 990; it still idenitify as port 21 not responding...

try configuring the ftp port to something else than 21/20 (eg 40021)
could be your isp is blocking that port

ok finally got the ftp to work locally, now the problem i having is; my friend can't connect to my ftp cause it's not globally. It's only local. Any suggestion on how to set it up to open for outsider to login?

Sounds like port forwarding is not actually enabled on your router. Make sure that the router associates your ftp port to the ip of the computer actually hosting it.
Also, not saying you don't know but, make sure you give him the proper IP of your WAN, not your LAN IP.

Make sure the router doesn't have a firewall blocking access externally to the ftp port.

can you post a picture of what you mean by firewall blocking access externally? I saw firewall settings in router; i turn off; still not accessable. I portforward 21 to 192.168.1.100 (LAN IP).

If you completely turned off the router firewall you shouldn't have to worry about it blocking that port.
If your friend still can not see your ftp server from outside your network, I suggest you do as Dark_Byte suggested and change the port that the server uses. This will eliminate that your ISP is blocking that port. I know ISP's tend to block port 80 and also port 25, so you can't run either a website or a smtp server. Try changing the listening port of the server to something like 2525.

i actually call my ISP and they say that they do not block any ports at all; yet they do not support ftp as well... I don't know what exactly they mean by that though...

They mean their responsibility is only to supply you with a working connection to the internet, anything other than that connection you are on your own.
You have pretty much gotten about as much help as we can offer without actually seeing how you have everything configured. Without putting my eyes on it, I don't think I could offer any more help.
