Being a quick learner does not automatically grant you the ability to do what ever you want. You have no idea what all goes into developing a private server. Let alone the fact that you have no coding experience and no debugging experience. (Assuming both from your words.)
slovach gave you the best answer possible as there is no 1 line answer that will magically make your server happen. You have no idea what you are doing with absolutely no experience in any field pertaining to it. Quick learner or not, you have no idea where to even start.
If you are looking for a tip on where to start then either:
A. Learn how to program.
B. Learn how to debug and get others on a team to program with you.
Without A. you are fucked on your own.

Pick a language and go, C# is nice

There are plenty of places you can go to learn how to program, the first thing you personally need to do is find a language that suits your needs and is something you feel comfortable with. Everyone will give you their bias opinion of what language they feel is better and so on, so you will have to make that choice on your own.
From there you can either:
A. Go to a book store and find books pertaining to that language.
B. Look online for various tutorials, language documentation, etc.
C. Take school courses pertaining to the language.
Don't jump into this expecting you will make your server within a week. It wont happen.
Along with that I would suggest, unless you even have the urge to become a programmer and want to have it as a hobby, don't even start. If you have actual interest in learning you wont get far.
There are plenty of free resources online to learn how to program from though so you shouldn't have to spend a penny to get started. (Or ever if you take the time to read things and test out theories and so on.)
