Recently, I bought Windows 7 Ultimate and made a clean install plus a dual boot with windows xp due to some problems accessing to some apps etc. I found out that windows 7 at 'starting windows' delays till up to 10~15mins each time i reboot/cold boot.
Any help would be appreciated.

Go to performance and Information located in CP, it might tell you what's slowing it down. Use Event viewer to check for further details.
For your XP apps, try Windows XP Mode under Win7. If it works, you can junk XP as that thing deserves to die!

Xp does deserve to die and never be seen again, along with Vista. Windows 7 is the only decent operating Microsoft has ever made.

I use Vista and so does my parents and they don't have any complaints, after using XP for so long.
The problem with regular Joe is they never used the OS for extended period of time. All they ever did is hear bogus horror stories on how crappy the OS is. The OS isn't crappy, it's the hardware they're installed on which cannot take up to the demands of the OS.
Now all those who bashed Vista are praising Windows 7 in which they're too fucking dumb and retarded to realize Windows 7 which fixed the flaws from Vista is nothing more than Vista with a face lift.
If you don't understand what that means, Windows 7 is still based on Vista.

Windows 7 is a basically a bugfix of Vista, yes, I know that. But god damn, Vista is terrible, my sister gets bsod's on her laptop all the fucking time which is new, formated, reinstalled, still happened. Updated to Windows 7 no more bsod's. As for XP, I used that piece of crap for like 4 years. It was so terrible "Windows Explorer has stopped working" I got that with like every program, it was fucking terrible. Windows 7 is what Vista should've been, not fucking some half-assed nerfed piece of shit. If Microsoft didn't fucking nerf Vista and made it what is was supposed to be, we would have something better than Windows 7 now. What can you do though? I mean, XP was still better when Vista came out. It still is better than Vista. I've never had a bsod with XP.
XP > "[program] has stopped working"
Vista > Bsod's

Guess you have forgotten the flaws with XP as XP didn't start out that smooth. I've still remember the pain of getting a wireless to get a solid connection and users can't go anything about it until they released SP1 and not until SP2 was released where the wifi was easy to connect and configure.
Then there is the flaw with AMD based computer which cannot update to SP3 do to the fact OEM was lazy and used a Intel based image to deploy into their AMD based machines. In which majority of AMD users cannot get back into their OS and only few were lucky.
XP been out for almost 10 years and During those 10 years it has received
3 service packs, hundred of updates and hotfixes to get it all iron out.
As for the laptop, you do get what you pay for and can always update the bios.

I noticed that Windows XP mostly gives "Not Responding" to every apps and even a slow shut down delays. Is it me or is Windows XP?

@Daniel you said you install Windows 7 clean, then did a Windows XP install for dual boot. What was the boot time of Windows 7 pre Windows XP dual boot install. Was it significantly less? If so it could be the bootloader is just taking a long time to figure out what is what with your system.
And yes, I too have to have an XP box on hand for some apps that won't run period on Windows 7 compatibility mode or not.
