I'm looking for a build that can play games mainly WoW well at higher settings. My budget is $800 but the lower is preferred.

So simple, buy the cheapest computer you see on bestbuy for example.
Buy 4gb ram off ebay, and a 512mb gfx card. Period.
2.8ghz is enough. This should last you around 1-2 years I guess.

Lower he said, $800 will play multiple instances of WoW at all high settings. I built this PC for a bit over $500 and can run two WoW clients at high settings with no lag so even $500 or less will do you fine;
AMD Athlon II x2 (2.9GHz)
Radeon HD 4850
4GB DDR 3
600W(?) PSU (can't remember and I'm too lazy to open the case.

I have 2 pcs running it and one used to be mine. It will play his WoW and every damn thing else. Also make sure you get the 1gb 4850 and not the cheaper 512mb.

Ghz alone is not a good way to compare CPUs of a different generation.
A Core 2 Duo 2.4 GHz is way faster than a 3.2 Ghz Pentium 4. And a Core i5 2.4 Ghz is way faster than a Core 2 Quad at 3 Ghz.
And likewise, a 512 MB GFX card with 256 cores is way faster than a 1 GB card with 32 cores.
A better question to ask is "what CPU and graphic card combination will play WoW at higher settings", and then look for the cheapest but most reviewed mobo, RAM, and PSU that match it. Get whatever case you want (as long as it's big enough), CD drive is optional (but required to install windows or sometimes to even pass the post screen on some mobo's). For hard drive, I recommend going with a 60 GB SSD for windows, and your current hard drive for everything else.
Your best bet is going to be something in the range of a Core 2 Quad with a 9800 GTX+ (and 4 GB of ram, of course). This is my current setup and I can easily run most games near their maximum settings (typically I only have to turn down the arguably useless settings like water quality or draw distance).

I agree except for the 9800GTX, but why should he invest in old technology when he could get something newer for the same price?
I think he should go with KLS's build or arcaneKnite. That 6870 will allow him to play games for a while at amazing settings. But if he just wants something cheap to play WOW a 1GB 4850 or another card like 5750/5770 would do perfectly.

WoW can be play on any current graphic card even ones dating back three generations. This build is a example of the best that you can get under a specific budget. Also some though was put into this as do you think OP will actually just used this machine for the purpose of playing WoW and do nothing else? I highly doubt it as majority of the users who says they'll do a single task on their machine will perform others activities, but since these "activities" are like the standards therefore very little is mentioned about it.
What standards? Standards as in web browsing, processing, encoding, trans-coding, imaging, authoring, gaming, and so forth. None of you perform at least two or three of the "activities" on the list? I highly doubt that as well.
There are 2 builds under the specific budget with some slight differences.
System 1: ATX board with 2x PCIe x16 (2nd runs on x4), 4GB of ram, large HDD
System 2: MicroATX board with 1x PCIe x16, 8GB of RAM, small HDD
OP can mix parts or go with other builds mentioned in this topic.

725 got me 4gb of ram, phenom x4 (i risked by buying a phenom II 550 and unlocking it to a x4 with a msi 870a-g54) and a gtx 460
