i use "vb to converter" i think thats the rihgt thing if not please hook it here. but if it is the rhigt thing tell me how to use it i already gave up on c++.

Dude FFS!
Learning to code is not something you do over night, it's nothing you can just teach on a forum (well maybe but there are easier ways).
If you want to learn a programming language go get a book or read tutorials, there are plenty of tutorials for both VB and C++ out there (use the force of google to find them).
It was a long time ago I coded VB so I don't know any good books, for C++ I would rekomend "The complete reference C++".

Yeah, it takes YEARS to become a "master" of a programming language and understand all the syntaxes and functions involved with being able to write any program to do anything. I've been learning C++ for a couple months and I basically know next to nothing, like 3% of the entire language.

Very true thats why the college classes are like 5 year course's even then your still learning afterwards.
But google for what your wanting you can find free online tutorials/classes to learn on your own time. Also dont rule out books ,amazon has plenty of used books really cheap.
