Think dungeon keeper+minecraft+Dwarf fortress+stronghold
You start with a small group of people in a randomly generated world that have their own little attributes. They need to eat food, sleep at designated times, mate to populate, and create tools and defenses to survive. They can alter the world the same way we can. They can make shovels and dig out hills or level the terrain. They can create pickaxes to mine out mountains or collect resources. They can use explosives to annihilate cities. Err, wait.
You would be able to build them shelter, but not in the common RTS style. You craft the walls of their buildings, and lay down tables and crates and such for storage. You place beds that are created and doors that were crafted. Whatever you build and where is up to you.
I was thinking about doing all this in the source engine. what do you guys think?

Development is the general making of the game.
Programming is the use of a language to develop.
Developing has to do with everything- scripting, image handling, storyline for god sakes, etc.
Programming only has to do with scripting.
