Wtf is wrong with it? I can't right click on it, the window won't minimize, and there is no eXit button...

Open up Task manager, and set it to the way OP has it in that pic.
Then press Alt+F4.*

This will close off task manager and the next time it's opened up, that's the way it's going to look like.

*You must press Alt+F4 or it will not work

I didn't even know you could make it look like that. I thought it was something wrong with the way the API called hwnd.
