So I used ce to speed hack warstorm on facebook. Opened chrome and applied speed hack which was buggy, so I tried on IE which worked fine. However now when I try to view any flash videos they are sped up and I can't slow them down.
Things I've tried, uninstalled the browser, flash, flash plugin. Uninstalled ce, and also tried a system restore. None of which have fixed the issue.
Searched the forum briefly and didn't come across anything.
System specs
Windows 7 64 bit. I5 quad core, several gigs of ram and 4800 series radeon card.
HELP ME PLEASE

Honestly I don't think that CE in any circumstances could make a permanent effect like this.

Im sorry but your reply seems more like spam then anything helpful. You didn't post any info to back your claim up. I have done nothing else with this box in the 2 day range that I installed and used cheat engine. Im not saying it has to be THE reason but im fairly sure that it is the reason why flash is tweaky. So I have a legitimate bug possibly not seen by anyone yet. Someone please come up with a valid reason this may or may not be the case. I still would like help with this, I'm not looking forward to a full wipe and reinstall of os to fix this

Cheat Engine is not making permanent changes in a program, only in the memory. Once You shut down CE and then restart the program, the changes are vanished. So speedhack can't cause an issue like this. Cheat Engine is not modifying the program itself. You can try it out Yourself.
If You are an expert (not like me), You can download the source code of CE and check out which part is causing the error. Then You can back up Your theory and report the bugs.

So one would think that uninstalling the browser would fix this issue but it did not.
Started thinking about memory issues that might persist even after cheat engine had been shutdown, cache was the first thing that came to mind.
Just cleared the cache and that has taken care of the issue. So something to think about, it may be possible that something portion of a flash cookie is was modified enough to persist beyond just the application.
I know with the advent of the everlasting cookie things like this may become more and more prevalent.

When I mess with a flash, I usually use the speedhack or pause to make 100% sure I am attaching CE to the right process before I search. If the speedhack has no effect, I am targeting a wrong window. I also use it to speed up boring/slow games before I stop playing them. And I never had an issue like this.
It will be some 3rd party stuff. Try to install another browser that You didn't have so far and check it with that. Whenever You use Your comp, You do some stuff with it. The first step to solve problems is to avoid thinking like this:

Any auto-system update, AV update, flash update any automatic shit or some small thing that You have done may cause issues. Saying that You have done nothing means the computer wasn't turned on at all. If it was turned on, You have done something.
There is a joke about this too. User calling helpdesk.
User: Something went wrong with my computer.
Helpdesk: What did You do recently with the computer?
User: Nothing.
Helpdesk: Ok I ask it this way: Why did You turn it on?
It is not really funny. It is true.

I'll have to agree what Geri says.
But for the sake of the argument, kindly check if you have you installed an updated version of flash player.Also check for plugins/extensions with issues that could cause stability problem.

well, it could theorectically make a modification.
E.g a game stores how many cpu cycles have been passed during one second and uses that for future reference.
Of course, coding like that is incredibly bad. (E.g installing a new faster cpu would cause crap then as well)

Some old games have done that maybe, but it was really funny.
In this case, making a save game after You changed Your money is also a permanent effect, but fast flash videos even after reinstalling the whole browser doesn't seems to be a CE issue anyway.
