So has HP Pavillion dv6000, a really shitty laptop.
When I arrived at HK, I had low battery (like 3%) when I had fully charged.
Not relevant yet.
Arrived at uncle's house, plugged it in, turned it on, and now it only charges up to 12% maximum. However once, I saw it said 100%, then I clicked it and it said 12%. Am confused.
Is my laptop battery ded? Or is my computer just fucking with me?
WAT DO

It sounds like a faulty battery.

Solution

Also while googling recall came up about HP pavillion batteries. I'd call HP first.

Download HP's battery check to verify the status of your battery.

You need to go to HP's website, click on their support and downloads.
Then type in your model number.
The model number is on this white sticker located at the bottom of your laptop.
The DV6000 is just their series as it has hundreds of specific models.
The real number should be like...
e.g. dv6324us, dv6438nz, dv6873au, and so forth.

As for Win7, just remembered there are some battery problems with it

Try updating your notebook bios to see if that will fix the problem.
Also in your specific model support page.

They should have Windows 7 support on their list. Also the battery check is universal so it does not really matter what OS your using.

Use vista. Most vista will be supported by w7.

Windows vista, xp and 2000 programs run on W7 you derp. Atleast try it, then come back and say it doesn't work in case it doesn't.

Select DV6000 CTO
Select XP
