Try this:
Right click your shortcut -> Properties -> Compatibility -> Change to "Windows 98/ Windows Me"

Try windows xp SERVICE PACK 3 compatibility, and enable run as admin

Oh, and do it on the actual exe, NOT THE SHORTCUT
