I've had this problem before and luckily there's an easy fix. Just boot the Win7 install disc and go click on repair your computer, from there click on startup repair, which will make Win7's boot loader start first.
If that doesn't work, instead of clicking startup repair, choose Command prompt and type the following:
Choose the one with Win7 (usually disk 0)
now choose the partition that win7 is installed on
(or your #)
Also, you should always install XP first, then Win7 because since you installed XP last, it will start the XP boot loader first. So logically, if you install win7 before XP, it will start the win7 boot loader first.
