As the default program for opening .gif files, and IE replaced it.
Under which directory can I find it so I can make the program to open my .gif files again?

Right click > Open With > Choose Program > Check the box that says "Always use the selected program to open this type of file" > Find Windows photo Viewer > Double left click it.
It's as simple as that.

I'm asking for which directory Windows Photo Viewer is. I can't find it.

Actually, Window photo viewer doesn't support .gif

I knew that. WPFV is an application extension dll in the system32 folder. It's called shimgvw.dll . Try it.
Also, shota just made that up, you can do gifs.
