Obviously your isp (internet service provider) is having problems after that time. Contact them.

It's either the ISP or the game servers, or it could be your computer.
Check your network speeds before and after the lagging starts by pinging the game server and some random website (ie: Google), compare the speeds to find a trend. If the response time increases for both of the addresses, then it's your ISP or your computer. If only the game server suffers from longer response time, then it's the game server.
While you're at it, it wouldn't hurt to do a virus scan, use MalwareBytes. Posting a HijackThis log here for us to quickly scan for anomalies might help as well.

I'm also having problem, but in a different game call Rumble Fighter.
I always seem to lag, no matter what.
It's my internet connection, but I don't know what's wrong with it.
It's probably the P2P server..

it'd be part of your internet plan, where you have like half the bandwidth to use between normal day time hours and half to use during inconvenient times. the OP might have used up all his peak time so he only gets a decent connection before 10am in his case. MAYBE.

MAYBE. | Since he has cable, I think it's everyone using up the same line, which is causing the slowdown of it.
