After i finish installing Ubuntu, I'm gonna need to update my Graphics card drivers, do I chose Linux 86x?

No, not really. It refers to the instruction set; x86-64 is just a subset of the x86 architecture.

i downloaded the driver update for ati radeon 1300x series (linux 86x) i get a .run file how 2 open?

Only install it that way if you can't get it straight from Ubuntuland (System>Administration(?)>Hardware Drivers). That way, the package manager can keep track of all the files and you can make use of any pre-configuration for Ubuntu (maybe, maybe not).
For future reference, the .run file is executable, a program to run. To run it you would do a "chmod +x [filename]" and "./[filename]", though I would advise against this when it comes to installing the video driver. If you don't know what you're doing you can fuck things up pretty easily.
