Learning C++ is in my opinion better, on the one hand because learning a lot of basics and on the other hand making javascript-code becomes very easy if you know for ex. that C++.
Perhaps you want to find out what you like more...then just google some easy beginners tutorials explaining the basics of both languages.

you can still take a course at a college , plus you might be able to save the credits you earn for when you actually do go to college.
a book is good too, if you can stand rereading the samething over and over.
and i dont really think it will matter which you learn first , java would be easier and when you can program well in java c++ will be much easier to learn .
but if your like me and you want to just start off programming in c++ then i say go for it , its not that difficult(so far ).
