Need to reformat so, can I:
Make a new partition, save all of my files onto it
delete old partition
reformat it
install Win7
transfer all files from other partition to my win7 partition
merge the two partitions
possible? safe?

I suppose, but I wouldn't recommend it. If I were you, I would just back up your files on an ext. HDD or something similar.

just make a partition and name it with a name, then just boot up and them install over the one that isn't that name. It is not dangerous at all.

If you are nervous, and want to be-sure you keep your files, you could compress them and put them on a Flash Drive (Thumb Drive, Flash Key, Whatever). It's what I did in this exact situation.

Yo, If you have Vista all you got too do is insert the disk and it will do it all for you thats all I did no problems since kept all 300 GB of my Games Music and Pics

This is actually pretty good practice since it'll take care of all that messy NTFS fragmentation. You could even keep the second partition for files for the sake of security and flexibility if you move to another operating system/dual boot.

ok now I have another question. Can I shrink the win7 partition then format the unused space to make the other partition? I've tried to shrink my win7 partition but the disk manager won't let me even though I have 300 gigs of free space.

Try using GParted or something like Paragon to manage your partitions.
