Alright I have been having this problem for a while now and i still cant solve it, basically i cant open any ports no matter what i do, yes i have tried to port forward them on the router entered the correct ip and settings and the ports remain closed. I tried port scanner to see if they were open and it shows as Stealthed ( behind a firewall) And i have every firewall and setting that blocks somthing on the router disabled as well as windows firewall
( I dont have any anti virus software). Anyways any help would be appreciated. and if you need more info just ask. Thanks!

Belkin N Wireless Router
Im not wireless ( Connected to the router itself)
ISP is Rogers Cable

Do you have a static IP on your computer?

There's your problem right there. When you port forward, you have to give the router an IP address of a computer on the network that the stuff going through that port is going to go to. The entire cause is lost when the IP address changes.

All guides that teach you how to port forward tell you that you need to have a static IP, I don't know why you assumed you didn't.

Dynamic internal or external IP? As stated by elpacco, if you're referring to your computer's internal IP that's probably not going to work. Whether your connection's IP is static or dynamic shouldn't matter much.

Assuming all other variables are correct, be sure the modem your ISP likely gave you doesn't secretly have routing capabilities, which may include it's own firewall. If so, either open a port (you'll want the modem-router to route to the router, then the router to your computer. As an example, if the modem-router, router and computer's IPs are 192.168.0.1, 192.168.1.1 and 192.168.1.100 respectively and you want to open port 80, forward 192.168.0.1:80 to 192.168.1.1:80, then 192.168.1.1:80 to 192.168.1.100:80), disable it's firewall or set it from routing to bridge mode if possible.
