How to screw over my brother?

Every time my brother connects his laptop to the internet it makes me a go at a snail s pace. He likes to run stupid torrents in the background. He has windows 7. I have a linksys router. I want to limit his Internet usage every time he connects. So it can not even load the pages. Any advice?

Read about QoS settings (though your router might not have what you're looking for, especially with the connection being wireless). And you might as well block his MAC address from connecting to the internet if you're going to be such a douche.
Write him a letter.

Because he connected i go at 20kb/s when he isnt connected i got 1.2mbps

So I'm just getting him back

Why can't you ask him to limit the torrent speeds, all it takes for him is to go to the torrent settings -->limit dl speed.

Find the static ip of his computer.
Go to 192.168.1.1 or w/e you have and block his static ip from the router so he can't use the internet. Then when you're done downloading or w/e, remove him from the block list.

security.jpg shows my router's security page.
IPs.png shows which ips, mac addresses you can add to the block list.
wattheycantdo.png shows what you can restrict and when.
