- He has no password on his computer
- He leaves his computer on a lot
- He has AVG 8.5 Internet Security
How can I control his PC? I want to pop-up Meat Spin at random times and control his internet speed etc.
Reason:
He's been a real jackass to me lately. I decided for some payback.

Logmein, make a user, install the program on his comp, log into logmein from your comp and control it from your browser.

Can he see that the program is open? Also, I already tried a RAT but his AV detected it. I also tried adding the RAT to his ignore list but it had roots in the registry, too. I couldn't block anything there.

You need to find an undetected RAT, of course. Its not hard if you know where to dig in, but i wont help you further with the searching. RAT is the best way to screw him up, since you can wait for him to leave his computer for a second (bathroom break, for example), open some spyware site and infect him with some (like the ones that change the desktop wallpaper to something random telling you to download an "antivirus") or w/e you want to  It will surprise him for sure when he comes back, plus he wont suspect you.

You need to pay if you want an undetected RAT. I'm not spending money for it. Also, I don't want to completely ruin his computer, just scare him at some points.

It's just a script that says De-Rep ad then the persons username.
So I see it as De-Rep iTz SWAT.
Is Sub7 a RAT? Don't firewall's just block them...
