No, that would be silly and pointless.
And yeah, it isn't hard to download Steam, but not everyone knows about it, and not everyone thinks that they'll want it, so you shove it down their throats.

everyone knows what STEAM is by this point if they play PC games, avoiding it is practically impossible.
