Your comp[uter throttles because you are leaning on the gear stick, if you turn the key then it might stop.

lol...because some components run faster than others, so the faster component ends up waiting or bottlenecking to get data through. Example: CPU and Front Side Bus

Throttling usually refers to the clock speed (of your CPU or GPU) dropping once you hit the critical temperature. It's to prevent system failure from overheating components, although your system probably already has some issues that you need to get to if it's throttling.

It's a power saving feature more than likely. You can probably disable it in the BIOS if you want, but the CPU will clock itself back up when the extra power is actually needed.

No wonder it throttles everytime I run big games like borderlands, coz it's using all the power!

You probably could, but then your computer would overheat and then meltdown and then blow up and then your house would be on fire and then I'd be seeing you on the news.

You should get a new fan.

you can turn the power saving features off in the BIOS.
if you are overclocking, this is generally a good idea.
